Understanding the UAE’s requirements

The UAE’s teacher requirements are set at both the national government level (Ministry of Education) and the emirate regulatory level (KHDA in Dubai, ADEK in Abu Dhabi). The result is the most comprehensive teacher screening framework of any TEFL market in this guide — and correspondingly the most complex to navigate.

The key barrier that differentiates the UAE from every other market in this cluster: the mandatory Education Professional Licence (TLS). This is a government-administered professional qualification that requires passing assessments in pedagogy and your subject area. It is not simply an administrative step — it requires active preparation and can take multiple attempts. No UAE school can legally employ a teacher without this licence.

The result: the UAE strongly rewards preparation. Teachers who arrive with complete, attested documentation, a clear TLS preparation plan, and genuine classroom experience access the market far more smoothly than those who underestimate the administrative and qualification requirements.

Degree requirements

A bachelor’s degree is a legal requirement for all UAE teaching positions and the work visa. This is non-negotiable at every institution type. The degree must be from an accredited university and must go through the UAE’s full document attestation process before it is accepted.

TEFL qualification

TEFL requirements: Level 5 is the UAE standard

The UAE has moved beyond the global TEFL baseline of 120-hour online certificates. The competitive market and TLS regulatory requirements mean Level 5 TEFL (Ofqual-regulated, 180-hour minimum) or CELTA is effectively the floor for reputable positions in 2026. Basic 120-hour online TEFL may still be accepted at some language schools and smaller institutions, but CELTA or Level 5 qualification provides significantly better access to quality positions.

The Education Professional Licence (TLS)

The UAE’s Teacher Licensing System (TLS) issues Education Professional Licences that are mandatory for all teachers in UAE schools. No school can legally employ you without this licence. It is issued by the Ministry of Education, with KHDA (Dubai), ADEK (Abu Dhabi), and SPEA (Sharjah) managing the local approval process.

Your school submits your documents to TLS

Your employer initiates the TLS process. You provide: attested degree + transcripts · TEFL/teaching certificate · passport/visa copy · Emirates ID (once issued) · professional references · background clearance. The TLS portal digitises document verification.

Complete the TLS pedagogy assessment

You must pass an online pedagogy assessment covering: formative and summative assessment · differentiated instruction · inclusive education and safeguarding · classroom management · curriculum alignment. Up to 3 attempts permitted with defined retake intervals. Preparation using official MoE guidance is essential — do not rely on unofficial question banks.

Complete the subject assessment (if required)

Subject-specific assessment required for secondary school teachers. English teachers take the EFL/TESOL subject assessment. Online, typically 60–90 minutes. Covers language theory, linguistic analysis, and pedagogical application.

Licence issued as PDF (valid 3 years)

Assuming complete documents and passed assessments, the Education Professional Licence is issued digitally. Valid for 3 years, renewed with Continuing Professional Development (CPD) evidence. Total timeline: 6–12 weeks with complete documents. Equivalency issues or failed/retaken assessments extend the timeline.

Transitional licence: Many schools allow teachers to begin work under a transitional licence while completing their TLS assessments. This means you don’t necessarily need to have the full licence before starting — but you must be actively completing the process and pass within the transitional period. Document attestation: the most time-consuming step

UAE document attestation is a multi-stage authentication process that validates your qualifications for use in the Emirates. It is the single most time-consuming part of UAE teacher preparation, and errors or missing steps cause significant delays. Start this process as early as possible — ideally before you have a confirmed job offer.

Home country verification

Degree verified by your university or recognised national verification service (HEDD in the UK, NSC in Australia, National Student Clearinghouse in the USA). Teaching certificate verified by your national issuing authority.

Home country foreign affairs attestation

Documents attested or apostilled by your country’s foreign affairs ministry (FCO in UK, DFAT in Australia, State Department in USA). For countries in the Hague Convention: apostille is accepted. For others: embassy-by-embassy attestation chain.

UAE embassy attestation (in your home country)

Documents attested at the UAE Embassy or consulate in your home country. Requires original or certified copies, plus home country foreign affairs seal from step 2.

UAE MOFA + KHDA/ADEK (in the UAE)

Final attestation by the UAE Ministry of Foreign Affairs (MOFA) after arrival. Then submitted to KHDA (Dubai), ADEK (Abu Dhabi), or SPEA (Sharjah) depending on your employment location. Your school guides and in most cases manages this final stage. Total process: 6–10 weeks from start to finish.

How hard is the TLS pedagogy assessment?

Manageable with preparation. The assessment tests pedagogy concepts — assessment theory, differentiated instruction, inclusive education, safeguarding — rather than Arabic language or UAE cultural knowledge. Teachers with formal PGCE or education degree training typically find it straightforward. Teachers with only TEFL backgrounds should review the official MoE Teacher and Education Leadership Standards and prepare specifically against those criteria before attempting. Three attempts are permitted with retake windows between attempts.

Do I need to start the TLS process before arriving in the UAE?

Some of it — specifically the document attestation chain — must be started before arrival because it requires home-country and UAE embassy stages that happen outside the UAE. The TLS assessments themselves are completed online and can be done from anywhere. Many teachers complete the attestation process before departure and the assessments during their first weeks in the UAE under a transitional licence from their school.

Can non-native English speakers teach in the UAE?

Yes — particularly at international schools, which care more about qualified teacher status and experience than native-speaker origin. Language schools more commonly specify native or near-native speakers. Non-native speakers with near-native proficiency and strong qualifications can access language school positions at some institutions. Formal proof of proficiency (IELTS 7.5+, Cambridge C2) helps where native-speaker status cannot be claimed.
