Turkey’s work permit process for English teachers differs from China, Taiwan, and Indonesia’s systems in one important way: most teachers do not need to complete the work permit application in their home country before arriving. The standard route is:

  1. Enter Turkey on a tourist visa (visa-on-arrival or e-visa for most Western nationalities; free or inexpensive)
  2. Find employment and sign a contract (can be done from abroad via remote interview, or in-country)
  3. Apply for a residence permit at the provincial immigration authority
  4. Employer applies for work permit on your behalf through the Ministry of Labour

This in-country application route makes Turkey more accessible than markets where you must complete bureaucracy before departure. Teachers who interview remotely and accept positions before arriving can arrange the residence and work permit process from their first weeks in Turkey with employer support.

Enter Turkey on tourist visa or e-visa

Most Western nationalities receive a 90-day tourist entry — either visa-on-arrival or e-visa (obtained online before departure for approximately $50–$60 USD). Citizens of EU countries, USA, UK, Australia, Canada and many others qualify. This tourist entry gives you time to find employment and begin the residence permit process without having completed paperwork in advance.

Apply for residence permit at provincial immigration authority

Book an appointment online through Turkey’s e-ikamet system. Required documents: valid passport, passport photos, address proof in Turkey, health insurance proof, bank statement ($300/month of intended stay), completed application form. Processing time: approximately 1 week. Cost: modest (official fees plus the annual residence permit card fee ~₺964). The residence permit allows legal stay; combined with the work permit, it enables legal employment. Bringing a Turkish-speaking colleague or friend to the appointment is helpful.

Employer applies for work permit (2–8 weeks)

Your employer submits a work permit application to the Turkish Ministry of Labour and Social Security (ÇSGB) on your behalf. Documents required from you: apostilled degree, TEFL certificate, passport, health certificate, your residence permit. The employer must demonstrate that they cannot fill the position with a Turkish national — this is the standard work permit requirement for any foreign worker in Turkey. For English teaching, this is straightforward to document. Cost: employer-borne; legitimate employers pay all work permit fees.

Receive work permit; begin teaching legally

Once the work permit is issued, you have legal authorisation to work for your specific employer. The work permit is tied to the employer and role — changing jobs requires a new work permit application. Work permits are typically valid for 1 year, renewable. If leaving Turkey, you may need an exit permit — confirm departure requirements with the immigration authority and your employer before any travel that involves leaving Turkey.

Register with SGK

Your employer must register you with Turkey’s social security system (SGK) once you begin legal employment. This provides healthcare access through Turkey’s public system, social security protections, and pension contribution recording. SGK registration is a legal obligation for employers of foreign workers — if your employer is not registering you with SGK, they are not in full legal compliance. Ask specifically about SGK status before signing any contract.

SGK: Turkey’s social security system

SGK (Sosyal Güvenlik Kurumu) is Turkey’s national social security institution. For foreign English teachers, SGK registration has several practical implications:

  • Healthcare access: SGK-registered workers access Turkey’s public healthcare system (hastane). Public hospitals are generally functional and affordable. Some private clinics accept SGK; others require private insurance top-up. For serious medical needs, private hospitals in Istanbul are excellent quality.
  • Legal employment evidence: SGK registration means your employer has formally declared your employment to the Turkish state. It is the clearest indicator that you are legally employed. Employers who do not register you with SGK are not in full compliance — a red flag.
  • Tax implications: SGK registration means income tax is deducted at source. Some job listings specifically state “NET salary” — meaning the stated amount is after tax. Always clarify gross vs net when discussing salary figures.
  • Supplement with private insurance: Many experienced Turkey teachers supplement SGK with a private health insurance policy for faster access, English-speaking doctors, and dental coverage. This typically costs ₺2,000–5,000/month depending on coverage level.

Can I work on a tourist visa while waiting for my work permit?

Technically, you are not authorised to work on a tourist visa. However, Turkey’s work permit process means there is an administrative period between arriving, signing a contract, and receiving your work permit — typically 2–8 weeks. During this period, some teachers begin work while the permit processes. This grey area exists and is common in Turkey; it is distinct from the explicit illegality of working without authorisation in China or Indonesia, where enforcement is active and penalties severe. However, it remains technically non-compliant, and teachers should move through the residence and work permit process as quickly as possible once in Turkey. Some sources note that having the residence permit “in progress” provides some cover during the work permit application period.
